National Inventory

National Marine Pollution Response Equipment Stockpiles

The Coast Guard maintains a National Stockpile of oil spill response equipment for a tiered response to a marine pollution incident. The main stockpile is based in Blanchardstown, just outside Dublin and two smaller stockpiles are based in Killybegs and Castletownbere.

Tiered response to marine pollution incidents

 

Tier 1


Port/Harbour/Local Authority/oil installations and facilities respond to incident using local or internal resources. These resources are sited and quantified based on risk assessments identified in their OSCPs.

Fees quoted are for daily rates and in Euro. They are calculated in accordance with EU States Claims Management Guidelines. The figures are to be taken as an indication only, as the final rates will be calculated on replacement values. Standby Rate, at 50% is applied for equipment on Standby, in transit, cleaning or repair.

Spill Response Vessels

The Coast Guard has a 50% share, with the Shannon Estuary Anti-Pollution Team (SEA-PT), in a 9.9m clean-up craft. Based in Foynes, the Cataglop XLD is an aluminium catamaran designed to clean up oil pollution and solid waste from maritime and inland waters.

In the event of a major spill occurring at sea the Coast Guard can call on the services of oil recovery vessels contracted via the European Maritime Safety Agency (EMSA). Other suitable vessels may be contracted as available. Intervention on scene of a marine casualty would be by contracting tugs or towing vessels on the domestic or open market. The Coast Guard has no emergency towing vessel capacity.

Aircraft

Aerial surveillance for oil spill tracking would be contracted from outside the Irish Coast Guards own resources, as they have no specialised aerial surveillance capacity. Search and Rescue helicopters may be used subject to availability.

Strike Response Teams

Depending on the size of the incident, a Response Centre will be set up close to the scene. This Centre will be manned by Coast Guard directed teams and augmented as necessary by the dedicated Marine Pollution Response Team (MPRT). Response to the incident is dictated by the size and complexity of the incident which determines the measures to be taken.

Shoreline Clean-up Equipment

There are 4 x 20ft containers with manual clean-up equipment including PPE.

Hazardous and Noxious Substance Response

The Coast Guard has no specialised response team

Offshore Fire and Medical Response

Dublin Fire Brigade provides a response team to react to marine casualties where firefighting response is required. The Marine Ambulance Response Team is available to be airlifted to medical emergencies at sea if required.

Dispersant usage

While there is a presumption against the use of chemical dispersant spraying, in Irish waters, their use may be permitted under certain circumstances and only with the permission of the Coast Guard. Dispersant use capability may be provided through Oil Spill Response Ltd. U.K. (OSR)   

Specialised Assistance

The Coast Guard is an Associate Member of OSR Ltd. and this enables them to contract specialised equipment and expertise at reduced rates in the event of a major incident.

Wildlife Welfare

A limited Oiled wildlife response equipment package is held in Blanchardstown for immediate response.

International Assistance

In conjunction with Associate Membership of OSR Ltd. Ireland is a member of the Bonn Agreement organisation where mutual assistance is available in the event of a major incident. Oil and chemical sample analysis may be contracted through the Bonn-OSINET (Bonn Agreement Oil Spill Identification Network of Experts) system.

Computer Modelling

The Coast Guard has computer modelling decision support systems, OILMAP Allied Science Associates USA, in their three Operational Coordination Centres, to enable them to predict the fate and behaviour of spilt oil and chemicals.
