This report, compiled by Goodbody Economic Consultants and Atkins and published here by the Department as background to the Parameter Values recommendations, sets out the rationale for the recommended transport parameter values and the calculation methodology used. It also includes the consultants examination of issues in the cost benefit analysis process and of issues surrounding the establishment and valuation of generic environmental parameter values.
