To ask the Minister for Transport if, in order to reduce the amount of traffic on roads, he will consider designating stretches of dual carriageway for persons who carpool and allowing such persons free travel on toll roads; and if he will make a statement on the matter.

The planning, design and implementation of national roads improvement projects is a matter for the National Roads Authority (NRA) and the relevant local authorities concerned.
I have no plans to designate stretches of dual carriageway for persons who carpool. The provision of free travel for particular categories of vehicles or users on toll roads is a matter for the NRA in the context of toll by laws for individual projects.
